What happens when a share price is static?

What happens when a share price is static over time? What is the effect on investors, especially new investors who intend to buy?. Is it a good period to buy or to wait? I have seen companies’ share prices being static over a period of time without moving up nor down. Currently TotalEnergies, Dangote Cement, NCR and some others are in that state.
