Can borrowing money to invest in an IPO be considered leverage?

Bissman himself made an emphatic post on Facebook.DONT BORROW TO BUY IPO.
But then I had an encounter the day before this post and here is it;

Hmmmm sir this is strong but I belief there should be variations. Someone called me yesterday one of my boss. That a friend wants to borrow money to buy the iPo, at first I told him he should tell him not too but on a second thought I told him to ask the friend this questions
#will the money he is to borrow not put pressure on him
#hope he is not expecting the iPo to cure his poverty problems immediately.
#can he be patient enough to wait for long term if results don’t come in the short run…he said he has discussed with the friend to set a five year wait time
#i also asked to to find out if the investment will not turn to be a source of worry.
When he called back and the answers were satisfactory I told him that could be another kind of leverage that he can go ahead.
So please was I wrong sir?
